Canada and Manitoba Unveil Drought Relief Measures for Livestock Producers

In response to the persistent drought conditions affecting Manitoba’s agricultural sector, the governments of Canada and Manitoba have jointly announced a series of relief measures aimed at supporting the province’s livestock producers. The announcement was made by federal Minister of Agriculture and Agri-Food Heath MacDonald and Manitoba Agriculture Minister Ron Kostyshyn.

The Manitoba Agricultural Services Corporation (MASC) will implement the support measures through its AgriInsurance program, offering producers improved cash flow and flexibility as they seek to secure additional feed for their herds.

Key updates to the AgriInsurance program include:

Deferred Premium Deductions: Producers who file Forage Insurance claims before October 1, 2025, will benefit from deferred premium deductions, allowing them more immediate access to compensation.

Partial Claim Payments: Where feasible, MASC will offer partial claim payments for both Forage Insurance and Pasture Days Insurance claims to help producers manage their finances more effectively during the drought.

Flexible Grazing Rules: Livestock will be allowed to graze on insured forages after the first cut without affecting the calculation of claims, providing additional feed resources without financial penalty.

In addition to these insurance changes, MASC will extend relief to its lending clients by offering the option to defer loan payments. The organization will also provide advice on financial strategies to purchase feed if required.

“These measures are intended to give livestock producers the tools and support they need to sustain their operations during this difficult time,” said Minister MacDonald. “The Government of Canada remains committed to helping farmers manage risk and remain resilient in the face of climate challenges.”

Minister Kostyshyn added, “We’re working together with our federal partners to ensure that Manitoba’s livestock producers have access to timely support and resources as they navigate the impacts of drought.”

AgriInsurance is a cost-shared program involving contributions from the federal and provincial governments, as well as producers. The current support is delivered under the Sustainable Canadian Agricultural Partnership, a long-term framework focused on strengthening Canada’s agricultural sector through collaboration, innovation, and sustainability.

The announced measures are expected to provide much-needed financial flexibility and operational relief to producers facing feed shortages and increased production pressures due to ongoing dry conditions.
